The FiberTracking LUT tarball is always downloaded (or at least there is a check for existance of that file) even if diffusion imaging is not activated at all.

This:

• slows cmake down
• could lead to errors if there is no Internet connection (cmake even freezed a couple of times at my computer because of trying to download this file)

So only download / check this file if it is needed!
