[NaviBSQ] Testing the Temporal median filtering is broken in the mitkTofCompositeFilterTest

Description

The test for the temporal median filtering is broken in the tof composite filter test. The reference implementation in itk uses a three dimensional image stack applies the median filtering and threshold filter. The ToFCompositeFilter is not executed with the 3D image stack and applies the filters in the opposite order. See TODO tag in the code.
