"General" preferences pages missing on first start

Description

To reproduce:

  1. Start workbench with --BlueBerry.Clean
  2. Go to Window->Preferences

-> General tab has no sub-tabs

  1. Close workbench
  2. Start workbench
  3. repeat 2.

-> Now it contains the sub-tabs

This means that on the first (or any subsequent clean) start it is impossible to manage perspectives/themes/instance handling.

Can't reproduce this on Linux (Ubuntu 14.04) and Windows.
