Inconsistent behavior of crosshair using segmentation tools

Description

Enabling Crosshair rotation, then disabling it again unlocks the crosshair and it is movable during 2d segmentation.
Deactivating the tool afterwards locks the crosshair.
All of the above seem to be unintended. Maybe more inconsistencies can be found.
