On 2016.03 and on master.

To reproduce this bug:

1. Load image
2. Activate Crosshair rotation OR Coupled crosshair rotation
3. Rotate one of the axis in front (or near) the + sign (which opens the menu)
4. Click on the +, choose No rotation OR Swivel Mode
5. You are stuck: the 2D views are not responding and the cursor's icon isn't updated anymore.

In fact, you are not actually stuck, because you can still click on the + and return to Crosshair rotation OR Coupled crosshair rotation, which will still work. However, you appear to be stuck and a normal user won't know what to do and will probably close the application.
