Set default focus of Navigation Tool Creation Widget to tab "Basic Information"

Description

When adding a new tool via Tracking Toolbox, the tab "Tool Landmarks" of QmitkNavigationToolCreationWidget is open by default. The tab "Basic Information" should be focused instead.
