Create debian / ubuntu package

Description

It would be nice to have a debian and/or ubuntu package of MITK. Some issues have to be resolved (and should maybe be filed as separate bugs).

  1. ITK build options

The build options of the debian ITK package are at the moment incompatible with the MITK build system. This has to be fixed.

  1. 3rd party utilities

ANN, Qwt and Poco are provided with MITK in the Utilities directory and also exist as debian packages. There should be an CMake option to use the system versions.

  1. Make install (see T16)
