[Interaction] Remove deprecated / unused interaction files

Description

The following interaction files are deprecated and / or not used anymore and can be deleted:

Modules/Core/resource/Interactions/DisplayConfig.xml
Modules/Core/resource/Interactions/Legacy/StateMachine.xml
Modules/Core/resource/Interactions/Legacy/DisplayConfigMITKTools.xml

Need to check if Modules/Core/resource/Interactions/globalConfig.xml can be removed as well. It is currently still used inside org.mitk.gui.qt.igt.app.ultrasoundtrackingnavigation.
Need to check if Modules/Core/include/mitkInteractionConst.h can be removed as well.
