Preferences unit tests should not refer to internal classes

Description

The preferences unit tests in org.blueberry.core.runtime.tests make use of classes internal to org.blueberry.core.runtime. This should be avoided, since all relevant code should be testable through the public API.

worked such a long time not on it. dont have the time to do it. really necessary?
