Use default toolmanager provider

Summary:
Use default toolmanager provider

Currently the specific multilabel segmentation toolmanager provider
is not required since the multilabel segmentation view has been
removed from the workbench.

Test Plan:
manual testing

• check if the actions inside the labelset widget of the segmentation view work correctly
  • mask to label, surface to label
