Directly apply changes in preferences to "use constraint zooming and panning"

Summary:
A change in the standard multi widget preferences to the option "use costraint zooming and panning" was only applied after a reinit or restart of the workbench.
The change is directly applied when the correct setting for constraint zooming and panning is applied in the update of the render window.

Test Plan: Manual, change option for "use constraint zooming and panning" in standard multi widget preferences and check if it is applied immediately.
