Anticipatory Totalsegmentator urllib dependency pinning

Summary:
Urllib3 package upgrade was seen problematic on macOS with Python<3.10. While the package's version is reverted officially in the TotalSegmentator repo, a pypi release is not made yet. In this diff, we make that version change explicitly from MITK side as backup in case an official pypi release doesn't happen on time for MITK release.
Diff can be abandoned if a pypi release occurs the coming days.
