Python Library is loaded from System/Win32 instead of the one provided by MITK

Description

When MITK is build with an own python runtime and python is installed systemwide in System32.The DLL from Win/System32 is loaded instead of the one provided by MITK which results in missing dependencies. The problem was already supported in T19077 but only partially fixed.

Event Timeline

After some unsuccessful attempts with manifests, I ended up solving the problem by simply modifying the python lib and dll name to python27_mitk. Clearly, no conflict is present anymore. Let me know if you want the patch. Not sure I can separate it from my changes allowing debug config being built.
