Changeging hotkeys does not have any effect

Description

If you click on "Window" -> "Prefences" -> "Hotkeys" and change any hotkeys there is no impact on the actual hotkeys and/or the changes are not saved

I guess this relates to ExtApp? No idea where the "Hotkeys" entry comes from. This should be investivated. If the settings are not respected, we should just remove them from the dialog

Saving after modification of hotkeys is solved by T4556.
The hotkeys are working if the Datamanager is activated.

New feature could be global (Datamanager) hotkeys for the application like: open file, save file/project, close file/project, (global) reint.
