The fiber rendering shows all fibers in 2D. Furthermore, they are always rendered on top of all other images.
You can set a depth value for the fibers according to the layer property. Examples are in "mitkImageVtkMapper2D.cpp".

The first issue, rendering of all fibers, does not occur on the current master, only using the installer. The second one is confirmed.
i also can't reproduce the all fibers are rendered issue in the current di app branch.
