Correct handling of PACS mode when using ImageCropper

Summary: fixes T28629 . ImageCropper can now temporarily deactivate any interaction scheme while manipulating a bounding box, not just default MITK interaction

Test Plan: As described in T28629, create and manipulate a bounding box using the ImageCropper plugin on any image while PACS like interaction is active. The PACS interaction on the left mouse button should now be deactivated while changing the box.
