Dicom QR C-Move request fails in some cases

Description

We currently have an issue where a MITK Workbench running on a CentOS VM can query our server (wDB) for data, but the retrieve fails consistently.

Prior testing suggests just running storescp without MITK works, so it is probably due to missing or erroneous information in the C-Move request.

Any chance to get more information on this issue to make it reproducible?

I think this could be correlated with the problems noted in Task T19999.

Nor sure about the relationship to T19999 . Over there some data arrive and there is network traffic. Without a running storescp, this would not happen.

I think we really need better status and debug output in the application to make bugs actually "reportable"
