Allow Zooming during creation of Segmentation.

Description

For the Annotation Tool in the SuSi context, the clinicians requested the possibility to zoom in/out using keyboard shortcuts. After a short discussion, we narrowed it down to: "Be able to zoom while segmentation tool is active".

This is probably resolved by the new tool created in this context, see T28464.
