Implement Unit Test for mitk::StandardFileLocations

Description

Especially following methods are critical:

mitk::StandardFileLocations::AddDirectoryForSearch
mitk::StandardFileLocations::FindFile

The test should verify that the directory search order complies to the one specified in the documentation.
