Not easy to answer. Reinit can be a rather disruptive operation canceling the users positioning of the cross hair for example. So it would be polite to ask I guess. On the other hand, the user obviously want to create a segmentation so (s)he hasn't any chance to prevent that. So I vote for the less chatty approach without asking.

We do not need Ant and the BlueBerryDocTools anymore since I have migrated the extension-point reference documentation mechanism to Doxygen.

I see. The only implication however is that one is able to scroll through the slices while placing a planar figure while placing control points on different slices is prevented, so I would say this is more like a feature than a bug, as one can look up neighboring slices during placement to support the decision where to exactly place points.

As the devs of CDash prefer to stay dead silent about this feature both in the issue linked above and on the mailing list, I think we can make an educated guess that it is not implemented.

I updated the document and added content to explicitly test
- utilities / tools / operations on a 3D image
- combination of 3D images with dynamic segmentation / surface
- combination of 4D images with static segmentation / surface
- combination of dynamic and static segmentation
I just stumbled upon this while testing the utilities with 4D data. Depending on the number of timesteps and the complexity of the operation the selected operation might take a while (you ca actually see the progress in the console output).
This should be discussed as I do not see any
whole new segmentation functionality this year

Removed request for discussion. Nothing to discuss now:
Problem 1: We would neet more information about the specific use case /user story as it should be handled by a dedicated UI/DataStorageInspector (for the SelectionDialog e.g. in the Segmentation Flow)

This tasks came up again in the discussion of the clipping plane plugin, which allows for volume annotations for segmentations. Since we decided to remove the clipping plane plugin from the MITK release, this task was tagged with "Next Milestone" in order to restore the useful feature of volume annotations also outside the clipping plane plugin.
